He is a member of the Hawaii Health Authority, charged with overall health planning for the State of Hawaii
Topic: Health maintenance organizations, accountable care organizations, and integrated delivery systems all shift risk to providers of care. They guarantee the continued existence of multiple risk pools and perpetuate the competitive insurance business model with its perverse incentives to deny care and “cherry-pick” the low-risk and “lemon-drop” the high-risk patients and populations. The discussion focuses on how to prevent favorable risk selection and unfavorable risk avoidance within a single-payer system.
